Biography
Mr. Prairie counsels and represents government contractors and subcontractors on a broad range of government contracts matters, including contract claims and disputes, bid protests, teaming and subcontracting issues, government investigations and audits, compliance with ethics and procurement integrity laws, suspension/debarment proceedings, mergers and acquisitions involving government contractors, and small business issues.
Representative Experience
- Represents government contractors and subcontractors in federal courts and before various administrative forums in a broad variety of litigation matters, including contract claims and disputes before the Boards of Contract Appeals and the U.S. Court of Federal Claims (COFC), and bid protests at the Government Accountability Office (GAO) and the COFC.
- Regularly represents government contractors in threatened suspension and debarment proceedings involving Department of Defense (DOD), General Services Administration (GSA), and other federal agencies.
- Particular expertise on issues relating to Small Business Administration (SBA) prime, subcontracting, and teaming requirements, including the unique requirements applicable to the SBA’s 8(a) Business Development, HUBZone, Service-Disabled Veteran-Owned, and Women-Owned Small Business Programs.
- Litigates size protests and North American Industry Classification System (NAICS) code appeals before SBA Area Offices and the SBA Office of Hearings and Appeals.
- Regularly counsels large and small business clients in the development and enhancement of government contracts ethics and corporate compliance programs.
- Conducts internal investigations relating to various government contracting issues and whistleblower allegations, and defends clients in Department of Justice (DOJ) and inspector general investigations.
- Represents government contractors in disputes with prime contractors and subcontractors.
