Biography

Allan Horowitz is Senior Counsel in MLA's Aviation & Transportation Division. His practice focuses on the aviation industry, with an emphasis on regulatory counseling and Federal Aviation Administration (FAA) enforcement matters. He also has extensive experience in aviation safety, security, hazardous materials, and regulatory compliance. Mr. Horowitz has represented aviation and corporate clients in litigation pending before the FAA and the National Transportation Safety Board (NTSB). He also has conducted corporate investigations. 

 

Mr. Horowitz began his career in the FAA’s Office of the Chief Counsel as an Attorney-Advisor in the General Legal Services Division. He was involved in all facets of FAA enforcement for more than 35 years, including investigations of air carriers and other FAA-certificated entities that committed safety violations. Beginning in 1977, he served as an attorney in the FAA’s Rocky Mountain Regional Counsel’s Office where he represented the FAA in administrative litigation before the NTSB and judicial proceedings in the U.S. District Court for the District of Colorado.

 

Mr. Horowitz was instrumental in the formulation of enforcement policy; evaluation and resolution of enforcement actions; providing advice and guidance to FAA regional attorneys, and the highest levels of FAA regional and headquarters personnel regarding all aspects of FAA’s enforcement program. He was key in the coordination and review of all significant FAA enforcement cases to ensure consistency in sanction and with national policy.

 

A graduate of the Brooklyn Law School and an Editor of the Brooklyn Law Review in New York, he was awarded the Certificate of Meritorious Service.
